It’s actor/comedian Marlon Wayans! He was spoted playing around with the paparazzo while waiting for the valet at Madeos restaurant in West Hollywood. Word is, the Wayans brothers are currently working on Scary Movie 5.

The studio was suppose to be in Oakland, California, however the city council voted against it for some reason. It was suppose to bring a lot of revenue to the city of Oakland. It would have been great for the community and would have put a lot of unemployed brothers and sisters to work in Oakland, as well as aspiring actors.
